Senior Vice President - Health Plans Practice Leader

Beth Hebert-Silvia brings to PSG extensive senior management experience in pharmacy benefit and medical management. Before joining PSG, Beth was Assistant Vice President/Managing Director and Chief Pharmacy Officer for Blue Cross & Blue Shield of Rhode Island, where she was responsible for the administration of pharmacy benefits, clinical programs, and market capture. In that role as business leader, Beth directed resource allocation, provided strategic direction, and developed clinical, financial, and operational analyses. Beth led her organization through two PBM transitions and one specialty pharmacy network transition. She was also the key Medicare thought leader and initiator, enhancing Blue Cross & Blue Shield of Rhode Island’s 2015 Stars Part D rating from 3.5 Stars to 4.5 Stars, as well as maintaining outstanding performance through a comprehensive work plan and program governance. Additionally, Beth led her organization through a successful full CMS Part D program audit in 2016 during a simultaneous PBM transition. She was instrumental in transforming the pharmacy department into a strategic business unit that brought segment-specific innovative solutions to the marketplace. Previous experience also includes Mediware Information Systems – ACS Division, where she was Pharmacy Clinical Consultant/Clinical Informatics/Project Manager. Her position included clinical software design and development, quality assurance and pharmacy operations review, as well as project management of implementation services. As Pharmacy Site Manager for Southcoast Health, a 340B covered entity, Beth was involved in business and financial operations and contracting, and she provided clinical oversight of the rapidly growing areas of home infusion, hospice, and specialty pharmacy. Beth earned a Bachelor of Science in Pharmacy and is an honors graduate of the University of Rhode Island College of Pharmacy, as well as completing a certification in Medication Therapy Management. She is a member of the Academy of Managed Care Pharmacy; serves on several pharmacy and academic advisory boards; and is a frequent industry guest speaker.
